The Major Seminary of Rolduc (Grootseminarie Rolduc) in Kerkrade, the Netherlands, is an institution for higher education registered with the Dutch government that subscribes to the ‘Code of Conduct for International Student Higher Education’. The subscription of the Code of Conduct obliges the Major Seminary of Rolduc to provide clear, accessible and unambiguous information on the quality of the study, the position within the Dutch system of higher education, the services and provisions offered to international students, the admission requirements, and the costs of study and living. This information is important for foreign students coming from a country belonging to the European Union and especially for foreign students coming from a country outside the European Union.   

Aim 

The Major Seminary of Rolduc is the institute for priestly formation of the Roman Catholic Diocese of Roermond, the Netherlands. It is an ecclesiastical institute erected by the Bishop of Roermond and arranged in conformity with the universal norms of the Roman Catholic Church for seminaries and priestly formation. As an ecclesiastical institute, it is not under the authority of the Dutch Ministry of Education, Culture and Science (Ministerie van OCW), nor subsidised by this Ministry, but under the authority of the Bishop of Roermond and the Congregation for the Catholic Education of the Holy See. The Major Seminary of Rolduc has the specific aim of the formation of priests. It offers a formation to men who want to be ordained (transient) deacon and priest in order to do pastoral work in the diocese of Roermond or in an ecclesiastical congregation or order. Thus the Major Seminary of Rolduc does not offer a general study of philosophy and theology, nor specific courses, nor a formation for ministries and functions as permanent deacon, pastoral worker, or religious teacher. It offers only a complete course of philosophy and theology to men who want to become a priest in order to work a number of years (at least five) or permanently in the Diocese of Roermond. The successfully completed formation gives to the foreign student the necessary knowledge and skills to do pastoral work as a priest in a parish of the Diocese of Roermond or in an ecclesiastical congregation or order.  

Accreditation 

The Major Seminary of Rolduc is an accredited institute for priestly formation. The accreditation is not given by the Accreditation Organisation of the Netherlands and Flanders (NVAO), but by the affiliation with the Pontifical Lateran University (Pontificia Università Lateranense, PUL), Rome, in a comparable accreditation framework. The accreditation refers to the four-year theological curriculum of the Major Seminary. This four-year theology curriculum, in content, size, credit rating (ECTS), examination, teaching staff and supporting facilities, is in accordance with the standards of the Lateran University. The Lateran University verifies the quality of the formation. The four-year theology curriculum presupposes the two years philosophical formation according to the standard of priestly formation. This two year philosophical formation is also offered by the Major Seminary, but is not independently accredited. On the basis of the completed two years of philosophy and the four years of theology along with the passed baccalaureate examination, the Lateran University grants the academic degree of 'Baccalaureatus Sacrae Theologiae’  (Bacc.). This is the basic academic degree in theology at ecclesiastical faculties, giving access to the course of the licentiate and the doctorate. The baccalaureate is an ecclesiastical academic degree, recognized by all the ecclesiastical faculties, catholic universities, major seminaries and church institutes of higher education. It should not be confused with the academic degree of the 'bachelor '. The academic degrees of 'bachelor ' and 'master ' in theology according to Dutch law cannot be acquired at the Major Seminary of Rolduc.

Admission 

The specific aim of the Major Seminary of Rolduc guides admission. Admission is possible for unmarried men, belonging to the Latin Catholic Church or an Oriental Catholic Church, who intend to become a Catholic priest. The foreign student can only ask for admission through an ecclesiastical authority or organization in his home country. He must have a written consignment or approval from the diocesan Bishop of his home diocese or from the Superior of his religious congregation, order, community or ecclesiastical movement. A certain level of preparatory education is also necessary, as well as a diploma that gives access to studies at a College or University in the country of origin. A foreign student can be admitted either for the complete course of two years of philosophy and four years of theology or only for the four-year theology curriculum if he already completed the two year philosophical curriculum at another seminary or faculty. If an admission is refused, the foreign student receives in writing the motivation of the refusal and an indication how to meet the requirements.   

Language requirements 

Because of the later pastoral work in the Netherlands, all courses, lectures and practical exercises at the Major Seminary are given in the Dutch language. That is why the foreign student starts with a Dutch language course of at most one year. The language course is followed at Accent NT2 Taaltraining, Heerlen (see: www.accentnt2.nl), and should be terminated at the minimum level of European Framework of Reference A2 Waystage. If in the preparatory education Latin and old Greek were not included, the Major Seminary offers a course in both languages. The knowledge of at least two modern languages is required. 

Establishment of the formation 

During the whole period of the formation the seminarian lives and studies in a community with other priest students and formators, in which he receives, along with his academic formation, a liturgical, spiritual, human, social and pastoral formation. In total, the formation comprises the preparatory year of the Dutch language course, one year of general introduction to theology, two years in which predominantly philosophy is studied, three years of theology, one year of pastoral courses and the diaconate stage. During all years of formation there are practical pastoral stages. 

Registration 

The accreditation of the theological curriculum of the Major Seminary of Rolduc and the record in the registry of institutions for higher education that subscribed the Code of Conduct is the basis for the Dutch Immigration and Naturalization Service (IND) to give the foreign student, after the registration at the Major Seminary, an entry visa and a residence permit for study. The foreign student does not himself contact the Dutch Immigration and Naturalization Service to obtain the entry visa and the residence permit. The Major Seminary provides this service after the admission and registration of the student. The Dutch Immigration and Naturalization Service only gives a residence permit for study up to a maximum of ten years to finish the formation. In case the foreign student decides to stop the study or does not successfully complete the preparatory year of language course or cannot handle the level of academic study or does not show the satisfactory progress of 75% of the nominal study load for a academic year, then the Major Seminary finishes the registration of the foreign student. The Major Seminary has to notify this fact within a month to the Dutch Immigration and Naturalization Service. In that case the Dutch Immigration and Naturalization Service finishes the residence permit for study and the Major Seminary provides the return of the foreign student to his home country. The admitted student will be requested to agree in writing with this procedure. After the successful completion of the accredited study, the residence permit for study ends and, after ordination to the priesthood, the Diocese of Roermond will apply for a residence permit for priestly work in the Diocese.       

Financing 

For a foreign student the Major Seminary of Rolduc takes over the financial costs for the entry visa, the residence permit, the language course, the lectures, the pastoral stages and the costs of living in the seminary. For this purpose the foreign student receives a scholarship from an ecclesiastical fund.

Complaints

The Major Seminary Rolduc values a good, fair and transparant conduct regarding students and prospective students, in accordance with above mentioned framework. It is always possible to file a complaint with the rector of the seminary (see below) or with the Bishop of Roermond (Paredisstraat 10, 6041 JW Roermond).

Het Grootseminarie Rolduc in Kerkrade, Nederland, is een door de Nederlandse overheid geregistreerde instelling voor hoger onderwijs, die de ‘Gedragscode internationale student hoger onderwijs’ heeft ondertekend. Door de ondertekening van de Gedragscode verplicht het Grootseminarie Rolduc zich om op een inzichtelijke, toegankelijke en eenduidige wijze informatie te verstrekken over de kwaliteit van de geboden opleiding, de plaats die de opleiding inneemt binnen het Nederlandse systeem van hoger onderwijs, de geboden voorzieningen, de toelatingseisen en de kosten voor studie en levensonderhoud. Deze informatie is belangrijk voor buitenlandse studenten uit landen behorend tot de Europese Unie en vooral voor buitenlandse studenten afkomstig uit een land buiten de Europese Unie.

Doelstelling van de opleiding  

Het Grootseminarie Rolduc is de priesteropleiding van het rooms-katholieke bisdom Roermond in Nederland. Het is een kerkelijk vormingsinstituut opgericht door de bisschop van Roermond en ingericht volgens de universele normen van de rooms-katholieke kerk voor de priesterseminaries en de vorming van priesters. Als kerkelijke onderwijsinstelling staat zij niet onder het gezag van het Nederlandse Ministerie van onderwijs, cultuur en wetenschap (Ministerie van OCW), noch wordt zij gesubsidieerd door dit Ministerie, maar staat zij onder het gezag van de bisschop van Roermond en de Congregatie voor de Katholieke Opvoeding van de Heilige Stoel in Rome. Het Grootseminarie Rolduc heeft als specifieke doelstelling de opleiding en vorming van priesters. Het biedt een opleiding en vorming aan mannen die (transeunt) diaken en priester gewijd willen worden, om vervolgens pastoraal werk te gaan verrichten in het bisdom Roermond of in een kerkelijke congregatie of orde. Het Grootseminarie Rolduc biedt dus geen studie filosofie en theologie aan welke student dan ook, noch specifieke cursussen, noch een opleiding tot ambten en functies als permanent diaken, pastoraal werk(st)er en docent godsdienst/levensbeschouwing. Het biedt alleen een opleiding filosofie en theologie aan die mannen, die priester willen worden en vervolgens een aantal jaren (minstens vijf) of voor altijd als priester willen werken in het bisdom Roermond of in een kerkelijke congregatie of orde. De met succes voltooide opleiding geeft aan de buitenlandse student de kennis en vaardigheden die nodig zijn om als priester pastoraal werk te doen in de parochies van het bisdom Roermond of in een kerkelijke congregatie of orde.

Accreditatie 

Het Grootseminarie Rolduc is een geaccrediteerd instituut voor priesteropleiding. De accreditatie wordt niet verleend door de Nederlands-Vlaamse Accreditatie Organisatie (NVAO), maar door de affiliatie met de Pauselijke Lateraanse Universiteit (Pontificia Università Lateranense, PUL) in Rome, in een vergelijkbaar accreditatiekader. De accreditatie heeft betrekking op het vierjarige theologische curriculum van het Grootseminarie. Dit vierjarige theologische curriculum is qua  inhoud, omvang, creditverlening (ECTS), onderricht, onderwijzend personeel en ondersteunende voorzieningen ingericht volgens de normen van de Lateraanse Universiteit. De Lateraanse Universiteit controleert de kwaliteit van de opleiding. Het vierjarige theologische curriculum veronderstelt de tweejarige filosofische vorming die voor de priesteropleiding is voorgeschreven. Dit tweejarige filosofische curriculum wordt eveneens aangeboden door het Grootseminarie, maar is niet onafhankelijk geaccrediteerd. Op basis van de twee jaren filosofie, de vier jaren theologie en het met succes afgelegde baccalaureaatsexamen verleent de Lateraanse Universiteit de academische graad van 'Baccalaureatus Sacrae Theologiae' (Bacc.). Dit is de academische graad in de theologie aan de kerkelijke faculteiten, die toegang geven tot het behalen van het licentiaat en het doctoraat in de theologie. Het baccalaureaat is een kerkelijke academische graad, die erkend wordt door alle kerkelijke faculteiten, katholieke universiteiten, grootseminaries en kerkelijke instellingen voor hoger onderwijs. Het baccalaureaat mag niet worden verward met de academische graad van 'bachelor'. De academische graden van 'bachelor' en 'master' in de theologie overeenkomstig het Nederlands recht kunnen aan het Grootseminarie Rolduc niet worden verkregen.

Toelating 

De specifieke doelstelling van het Grootseminarie Rolduc bepaalt de toelatingseisen. Toelating is mogelijk voor ongehuwde mannen, die behoren tot de Latijnse katholieke kerk of een Oosters katholieke kerk, en die de bedoeling hebben om priester te worden. De buitenlandse student kan slechts toelating verkrijgen door bemiddeling van een kerkelijke autoriteit of organisatie in zijn land van herkomst. Hij moet een schriftelijke zending of goedkeuring hebben van de diocesane bisschop van zijn thuisbisdom of van de overste van zijn religieuze congregatie, orde, gemeenschap of kerkelijke beweging. Ook is een voorbereidend opleidingsniveau en diploma nodig, dat in het land van herkomst toegang geeft tot studies aan een hogeschool of universiteit. Een buitenlandse student kan worden toegelaten voor de volledige cursus van twee jaar filosofie en vier jaar theologie of alleen voor de cursus van vier jaar theologie, indien hij de twee jaren filosofie reeds op een ander seminarie of een faculteit heeft geabsolveerd. Indien de toelating wordt geweigerd, ontvangt de buitenlandse student schriftelijk de redenen van de weigering en een indicatie hoe aan de toelatingseisen kan worden voldaan.   

Taaleisen 

Vanwege het latere pastoraal werk in Nederland worden alle colleges en practica aan het Grootseminarie gegeven in de Nederlandse taal. Daarom begint de buitenlandse student met een cursus Nederlandse taal van maximaal één jaar. De taalcursus wordt gevolgd op Taaltraining Accent NT2 in Heerlen (zie: www.accentnt2.nl) en moet worden afgesloten met  het minimale niveau Europees Referentiekader A2 Waystage. Indien de talen Latijn en oud Grieks niet in het voorbereidende onderwijs werden geleerd, biedt het Grootseminarie een cursus voor beide talen. De kennis van ten minste twee moderne talen is vereist.

Inrichting van de opleiding en vorming 

Gedurende de gehele tijd van de opleiding en vorming leeft en studeert de priesterstudent in een gemeenschap van priesterstudenten en formatoren. Daar ontvangt hij, naast de wetenschappelijke opleiding, ook een liturgische, spirituele, menselijke, sociale en pastorale vorming. In totaal omvat de opleiding: een voorbereidend jaar Nederlandse taal, een jaar algemene inleiding in de theologie, twee jaar overwegend filosofie, drie jaar theologie, een jaar pastorale cursussen en diaconale stage. Gedurende alle jaren van de opleiding worden praktische pastorale stages gedaan.

Registratie  

De erkenning van het theologische curriculum van het Grootseminarie Rolduc en de opname in het register van instellingen voor hoger onderwijs die de gedragscode hebben ondertekend, vormen de basis voor de Nederlandse Immigratie and Naturalisatiedienst (IND) om voor de buitenlandse student, na registratie als student aan het Grootseminarie, een inreisvisum en verblijfsvergunning voor studie af te geven. De buitenlandse student neemt niet zelf contact op met de Immigratie en Naturalisatiedienst voor het verkrijgen van het inreisvisum en de verblijfsvergunning. Het Grootseminarie biedt deze service aan, nadat de buitenlandse student is toegelaten en geregistreerd. De Immigratie en Naturalisatiedienst verleent een verblijfsvergunning voor studie tot een maximum van tien jaar om de opleiding te voltooien. In het geval dat de buitenlandse student besluit om de studie te beëindigen of het voorbereidende jaar taalstudie niet met succes afsluit of het niveau van de academische studie niet aankan of niet de vereiste 75% van de nominale studielast per academisch jaar haalt, beëindigt het Grootseminarie de registratie van de buitenlandse student. Het Grootseminarie moet binnen een maand de Immigratie en Naturalisatiedienst van dat feit in kennis stellen. De Immigratie en Naturalisatiedienst trekt dan de verblijfsvergunning in en het Grootseminarie regelt de terugkeer van de buitenlandse student naar zijn land van herkomst. De buitenlandse student wordt bij de toelating en registratie gevraagd om met deze procedure schriftelijk in te stemmen. Nadat de student met succes de geaccrediteerde studie heeft afgesloten en priester is gewijd, regelt het bisdom Roermond een verblijfsvergunning op basis van priesterlijk werk in het bisdom. 

Financiering  

Het Grootseminarie Rolduc neemt de financiële kosten voor het inreisvisum, de verblijfsvergunning, de taalcursus, de colleges en pastorale practica, de kosten van levensonderhoud in het seminarie en eventueel de terugkeer naar het thuisland op zich. Voor een gedeelte van deze kosten ontvangt de buitenlandse student een beurs van een kerkelijke instelling.

Klachtenprocedure

Het Grootseminarie Rolduc hecht veel waarde aan een goede, eerlijke en transparante omgang met studenten en aspirant-studenten overeenkomstig de bovengenoemde kaders. Het is altijd mogelijk om een klacht in te dienen bij de rector van de opleiding (zie beneden) of bij de Bisschop van Roermond (Paredisstraat 10, 6041 JW Roermond).
